New tabs block - split location

I would like to use the new tab block, but would need the Tab buttons to be in one container and the Tab items to be in a different container. (each container is in a grid block).
When I move the tab buttons to the other container I get an error: "This block has encountered an error and cannot be previewed."
Is it possible to split them?
Also - is it possible to have text + image in the Tab button?
