New block-based theme builder?

I have been a long time user of GP, but haven't looked at the website too much. However, today I noticed it mentioning something about a block-based theme builder. Is this something new in GP, or is it just GenerageBlocks?

Hi there,
We released theme building aka Dynamic Data in Block Elements in GPP 2.0.

For the dynamic content it does require the GenerateBlocks plugin ( free ) to work.
