New added sites dont use elements for header, instead they are blank

Hi, we have Elements for merging Page with Navigation and featured image. Works so far. But all recently added sites dont want to show the navigation. This happens since update to 3.2.3 and 2.2.1.
Even deactivate merged header and acitivat it again does not affect the site. So, guess, somethings wrong.
How can we achieve, that page-hero shows up on all activated sites?

So we can take a closer look at the issue, can you provide admin login credentials to the new site where the issue is occurring?

Hi there,

edit that page, and check the Disable Elements ( Elemente deaktivieren ) metabox - you have the Primary Nav disabled.
