Need to build this header in GP

Something like this will take some custom development, but you should look at adding those widgets to the Top Bar widget area. That will allow you to place elements on top of the header like this.

as Tom said the Top Bar Widget area can be used for the Button / Search / Social icons:

Then select Navigation as Header in Customizer > Layout > Header to place Logo / Nav below the top bar.

Both primary nav and top bar have color controls to make it look like one element.
