Navigation over hero image with GeneratePress

Would it be possible to achieve a navigation menu like this one: https://www.officialkaleo.com/?frontpage=true
Where the navigation menu is positioned over the hero image ? I'm using WPBakery if that makes any difference, and also I dont have the GeneratePress Elements activated.
