Navigation menu and header

Hi, My navigation menu has been set to "below header" and I have created a page header in the dashboard. But my menu appears in the middle of the header rather than below it. Please help. Thanks!!

It is a bit of a mess! But thanks. Now the navigation will only go to above regardless or if I set to above or below header in customise > layout > Primary navigation.

Not sure what layout you are trying to achieve but doesn't sound like you should turn the merge option on?
