Navigation Location set to Float Left and Header Alignment issue

Is it possible to align the header to the left or center when Layout > Primary Navigation > Navigation Location is set to "Float Left"?
When I go to Layout > Header > Header Alignment and switch between the options there (left, center, right) it doesn't seem to do anything. In comparison, if you have the primary navigation set to "Float Right" these options do indeed shift the header left, center, and right as you select them. But if the primary navigation is set to "Float Left" they don't seem to affect the header.

Make sure the navigation location is set to float right.
