Nav not displaying

I created (copied) a hero header element, but for some reason, it won't display the navigation. I've selected "merge" and strangely, it will only display the header if I select the Navigation location as below or above. Neither will display the logo.

Has the Site Header been disabled on that page ? Either using a Layout Element or the Layout Metabox in the page editor ?
Everything is the same as it was. On the home page it displays correctly. I literally copied the header element for the home page and changed the display rules. So, I would think it would display exactly the same.
If you disable the header element on that page - does the header/nav display correctly?

How do you disable the Site Header for a page?

1. The Disable Elements meta box in the page editor:
