[Support request] Move the “make a comment” box to the top of comments instead of below?

Not easy for people to add a comment when they have to scroll to below all comments. lmk how to adjust theme so it moves the comments box to above them.

Also checking the mobile version of this page on Google Page SPeed insights shows that it’s extrememly slow on mobile but doing well on desktop. Lmk if there’s anything I can do, because I don’t use too many plugins and can’t really get rid of any at this point.
