Is possible to move the cart with the minicart outside the navigation and add it on the generate_after_header_content hook?

Hi there,
no not at this time, the Cart can only exist in a Navigation Menu.
You can move it to the Secondary Nav using the filter provided here:https://docs.generatepress.com/article/generate_woocommerce_menu_item_location/
