WP.org has not updated the list editor.

Can I put the language file "zh_TW.mo" in "/public_html/wp-content/themes/generatepress/language" directory, and make theme change locale?

Doesn't look like the zh_TW editor is very active, I'll try poking them a couple times.

I think you need to add the file to /wp-content/languages/themes.
