mobile / tablet responsive

I was under the impression that your theme was responsive. It appears that I'm missing something because I can't make it work.
I have a WordPress blog you can see here https://thymeforcookingblog.com. It will change to fit vertical and horizontal phones and tablets regardless of their sizes. (At least it works with all of my stuff)
My test site, with your theme installed is https://staging1.thymeforcookingblog.com/ It is kind of responsive - I have to scroll horizontally in both horizontal and vertical tablet display to see the sidebar. The header image doesn't respond at all.
In mobile the content looks good but the header image is full size. I can disable the header image in Mobile but I can't replace it with a smaller one.
Am I missing something to make it truly responsive?
I'm not using a page builder. My blog is 15 years old. I just wanted a faster theme and yours was recommended.
I've built my 2 other sites (not blogs) so I do understand CSS and media sizing.,.. I just didn't want to do it again ;-)
Can you send me in the right direction?

well thats not right :) Can you remove the need for a login on the staging site so i can see what the issue is?

If you Right Click > Inspect the front end of your Staging site you'll see a load of 404 errors in the Console. It looks like your staging site hasn't updated those URLs ..... is the staging provided by your host ? Might be worth asking them why that is so.

No - when I look at the mobile and tablet versions in the customize section - when setting up the theme, I don't see the tablet working correctly either. If I can't see it there how could I trust it to work when it's live?
The Customizer relies on the exact same CSS and JS files that are missing.
That issue needs to be resolved before you will see it working.
What did Siteground have to say ?
I couldn't replicate the problem to show it to them. Would deleting and reinstalling the theme fix it?
You can try deleteing and re-installing - you may need to delete the theme and plugins folders from you site using FTP.
Or try replacing the URLS using Search and Replace:
