You can try unchecking "Combine JS". It's possible that the combined scripts break the functionality of the menu.

“Combine JS” is already unchecked.

Check if you have deferred JS scripts from loading.

If it still doesn't work, try resetting all the settings to default and enable things 1 by 1 to see which causes it. :)
