Missing Page Layout Options

Hi.
I can't seem to find the layout options for disabling elements and choosing container/page width. They are usually on the right side of the screen.
What am I doing wrong?

It's usually right after Page Attributes.
Yes, I did.
I have another site and when I open that site the Layout section is at the bottom.
Is it activated in the Options settings?

Have you tried disabling all plugins except GP Premium to test?

I deactivated all plugins.
Now, the Layout panel is at the bottom of the screen, rather than over to the right. See screenshot.
And the other thing that I just noticed is that this seems to be true only for Pages and not Posts.

I've actually not seen this issue before.
Can you keep all plugins disabled and provide the dashboard access to your site?

Unfortunately I believe there is currently a Gutenberg bug so that it cannot be moved back to the sidebar unless you reset the site.

When you say reset the site, do you mean start over with a new database or revert to backup? Thank you.
I used WP Reset to fix this problem before.
