Merge Top Bar with Secondary Navigation

Hello
I was hoping to be able to have a bit of text and a small menu in the top bar and preveiously read (in a post on this forum) that there was a setting
In Customizer -> Layout -> Top Bar, activate ‘Merge with Secondary Navigation’
But I can't find that setting?
When I go into Customizer > Layout, Top Bar isn’t listed.
Everything in GP is enabled except sites and woocommerce.

TLDR: The Secondary Navigation must be set to Above Header. Then the option will appear.
