I have WP on local install and have the Proble with 2 Arrows for one Submenu

That's a bit strange...I can't duplicate the problem.
Do you have other plugins enabled at the moment? If so can you try #1 on this page?

The double arrows on menu items with sub menus is a know bug with the StylePress for Elementor plugin.
It has been posted on both the Elementor and StylePress for Elementor Facebook groups a while ago but no word yet from the author.
