[Resolved] Menu missing no matter what the settings

Hello! I’m at my wits end. Originally I didn’t want any menu on the site that I’m working on. But now I do, and I can’t for the life of me figure out how to get it back. When I disable GP premium, then it reappears. But disabling the “Menu Pluss” dose not make it reappear.

I have checked the customizer settings side by side by with a website where it works.
I have removed all custom css.
I do have a menu and it is assigned to both primary and off panel canvas.
I do not have a child theme.
I have no caching plugin.

My goal is to have always the mobile menu with the hamburger icon.

What do you suggest I do next.

I totally had troubleshooting tunnel vision. I guess cause there was no menu, I didn’t think to try any of the other pages.
