Menu link to page anchor

What in main menu to link to an anchor on the page?
eg EXAMPLE.com/#goto
/#goto doesn't work in apperance > menu > custom link
#goto isn't good because if you're on another page it won't work (no #goto on that page)

I am also looking to add a custom menu link with an anchor tag. It is not a single page site. I want to link to a specific section of a page from my main menu. I added the link with the anchor, but it just takes me to the page. If I click the menu item while on the page, it works. How can I get it to work when navigating from other pages?
