Menu flashing on screen on page load

Hi there, I am seeing my menu flash on the screen when I refresh the page for a split second.
See the video here - https://share.getcloudapp.com/KouBwXn8
I'm at a loss on how to fix this. I have disabled all caching plugins (I have WPRocket)
Site URL is in the field on this post.
Any ideas on how to troubleshoot this?
Hi there,
I just checked the page didn't notice the issue.
This issue is usually coming from caching plugins.
I'm still seeing WP Rocket activated currently.
It is deactivated. I just double checked.
Still seeing it in Firefox, with incognito mode enabled.
Unfortunately David and I are still seeing WP Rocket activated in the source code:

Is it actually disable within the list of plugins?
It is definitely disabled.
Do you recommend I delete the plugin?
I'm using LiquidWeb and it's not WordPress specific hosting so no host level caching, etc
I don't think to delete it would help but you can definitely give it a shot.
Any possibility this might be related to font-awesome icons and an issue with "flash of invisible text"?

I just tried FA and ditched it because it just kept doing this and nothing would solve it.
I don't think FA would affect the menu and other parts of the site but you can certainly disable it and see if it helps.
The issue is likely due to a caching plugin like WP Rocket.
