Make hyperlink float down

Hello -

Is there a way with CSS to make the links in the body of my site "float" down? Similar to this article: https://pocketsurplus.com/triple-aught-design-fast-pack-litespeed-review/ (scroll to the first impressions headline and please see the "best everyday carry backpacks" link).

I am trying to achieve the same effect where when a user hovers over a hyperlink, the underlined portion floats down slightly.
