Make canvas button whole area clickable

Hi there,
For the canvas menu, I notice for drop-down menus in canvas, clicking on the area for that menu, such as 'Explore' here, does not expand the drop-down and sometimes causes the menu to close.
Is there a way for this to not happen?

Can you go to Appearance > Customize > Layout > Primary Navigation and check if Navigation Dropdown is set to Click - Arrow?
This occurs when Click - Arrow is set. This option sets the menu to expand only when the Arrow is tapped.
Set it to Click - Menu Item so the dropdown menu expands when the menu item is clicked/tapped.

Yes that was the case so I changed it to Click - Menu Item - thank you for helping me find that. But, it still seems to have a few teething issues:
- When hovering over the menu on the drop down the cursor does not change to it being a button?
- When clicking on the menu item that has a drop-down, it opens it but immediately closes the canvas menu?
Have you tried doing this for the parent menu item?

Is there a way to make the effect hover for desktop and click for mobile?
That should be the default if you choose hover in the customizer.
