Where is "Product Enquiry" coming from? Is it from a plugin?

Yes, it is a plugin (WooCommerce Email Inquiry & Cart Options LITE)

It should be translatable using a translation plugin. If not, you'll want to contact the plugin author to make sure they're using translatable strings.
