Location of Layout Panel in Editor

Hi.
My layout panel keeps moving from the right sidebar to the bottom of the page.
I don't think I am doing anything wrong.
Ying had suggested I install Classic Editor to move the panel back to the right side of the editor. Sadly that did not work.
How can I move it back to the right side of the editor to the bottom of Page Attributes?

I tried the Classic editor solution and it worked for me so I'm not sure why it's not working for you either.

Maybe you have another plugin that's creating the conflict?
Unfortunately this is a WordPress bug and there isn't anything we can fix.
