To achieve it, you may utilize the HTML anchor of a Block.

In my example, I set the Block’s HTML anchor as test-anchor.

Now, I can use this anchor as such:

Specifically, you can make a button or a menu item with link #test-anchor or https://fazarcon.pluginsupportwp.com/generate-blocks-test-page/#test-anchor

Kindly replace https://fazarcon.pluginsupportwp.com/generate-blocks-test-page with the link of your site. :)
