And what do you think
Is response time important for other countries on a site that live only in Turkish?

This service provides a server location of Istanbul Turkey.

If all of your traffic comes from Turkey then overtime Google will capture that data, and its metrics will update to reflect that.
Without real user data Google will simply simulate the test on its own servers which are predominantly US based – which is why over time you will begin to see more realistic metrics.
