Layout Panel Disappeared

I've been building out a site using GP. Last week I handed it over to a colleague to keep pushing it forward. He's an administrator in WP.
Everything was fine for about a week until suddenly on friday he no longer could see the Layout panel in page options.
No plugins were added or updated. We've tried clearing cache, disabling all plugins other than gp, but still he can't see the layout panel.
Weird thing is that I still see it when I log in.

if you look in the main editor window, below your post content, where normally things like Yoast SEO metaboxes appear, has the Layout panel been moved to there?
Ah, yes, I see it there. We can work with that. Just curious if you have any idea why that's happening?
You can click + hold to drag Metaboxes like that one out of the sidebar.
But some users have reported that other plugins meta boxes have pushed them out .... which is weird.
I don't think WP have made it any easier to move them back either.... read here on how to do that:
