Hello,
I added the layout to display below the header, and after that, my menu items shifted downwards. Please see the image below.

Just tell me how I can create the below section and display that below my primary header over all the sites.

I removed that search bar.
I have created a mockup for you to understand things better. Please see the below image.
I want to display this type of section below my header. May be u guys call it a hero section.

You can either use a header element or a hook element with generate_after_header hook to do that.
The navigation location wouldn't change the position when you do that unless you've changed it in the element itself:
