Layout Element Open Display Rule

I have a display element that wants to add a new empty rule and will not go away despite trying to delete it. As a result, all my pages are set to the width in that rule.

Strange. Any chance you can start a staging site so we can go through some debugging tips?

I'm currently having issues with our staging site but sent credentials for the production site in the original post.
I cannot do any debugging tests on a production site as I'll need to disable all plugins except GP Premium to test.
Well i just took the site into Troubleshooting mode and then activated GP and GP Premium and it still will not turn itself off. It is stuck with 'Page' active and nothing in the content dropdown and you can't delete it and you can't select a page or post and get it to save.
Is it only happening in that one element?
What if you temporarily remove some rules? I wonder if there are too many rules.
It is always that element and usually I can get it to rest itself. I think it may be too many rules as well so I'll give that a try.
That fixed it. Too many rules...
