The top section can be done with Header Elements:

Are you using Gutenberg editor? If so I should mention that we will be introducing Sections Block soon which will allow you to use Gutenberg with Sections.

it is possible to make a shadow for sections?
and how do I enable the comments section when using sections?
Do you only need full width quotes?
If so it may be easier to just use the Gutenberg editor and we can look at some CSS to make that happen. If you can set up a post with the content and share a link we can have a look on how to do that.

This page is made with the "sections" function( https://neformativ.ru/wp-content/uploads/2019/02/13.png) - there is no "Comments"field. How to restore it?
