The quantity button in product page and cart doesn't work. I tested it on staging site with storefront theme, Woocommerce and GPP active only.
The issue is related to JQuery version.

we'll take a look at whats behind that in the meantime you can go to Customizer > Layout > Woocommerce and uncheck: Display Quantity Buttons.

GPP 1.12.3 is now live with this fix.
