Issue with header in mobile category post

Hi guys,
I have a problem with my mobile header specificly in the category post section. I created a page hero block in the category posts, so, the issue is that the header in mobile appears under the block hero created with elements and generateblocks. I saw if the issue could be in the rules to share, but the hook is inserted in "after_header".
The problem is just in mobile.
I hope you can help me!

edit the Page Hero Block Element and set the Priority to a higher value, it should be at least 10 which is the default.
