Is there a way to make content in header stay in the header and be responsive?

After getting the images to work, the text in the header spills over the rest of the page....
Is there a way to make content in header stay in the header and be responsive?

For some reason though, the graphic disappears in two cases
-if width goes under 725 px, it disappears
-also if the height goes under ~507 px, it disappears.
Would it be possible to get help with that?

It will reduce in size as it resizes proportionally (as it should).
