Is it possible to add this effect to the header section?

Please take a look at this wordpress site as an example. I would like to copy this header effect:

As you can see, the header image is fixed while the logo/text scrolls.
Any ideas on how to achieve this? It is not a standard parallax effect.

That site is using a fixed header.
