Is a "child theme" necessary?

Is it necessary using a child theme when importing a site such as "Merch?" And what about adding CSS to a blank site from scratch, is there necessity for a child them then? Thank you.

A child theme is not necessary.
Our site library templates aren't using a child theme - it just changes the customizer settings and add some CSS for you.
You can add CSS and PHP without child theme using one to the non-child theme method specified here:
