Installing the Site Library

I am tryign to install the site library so I can install one fo the pre-existing themes. However, it does not give me the option for site library as per the videos that get shownn for premium. Yes, I do have premium and I have installed as per set sequence with GP and then GP premium. When i enable GP Premium, it only give ms the element and standard GP Premium options for modifying what I want. However, I am just wanting to use one of the existing themes from the site library.
