What will it do to my wordpress, the hosting site have only 128 mb, what is recommended?

128MB should be fine, but if you run into any issues you can always increase it 🙂

If the hosting site is max limit 128mb i can set it to 128mb?

If i have lower, what will it do? Does it change the performance?

That’s correct.

It won’t affect performance at all.

When memory is exhausted, you get a blank page, so you’ll know if you have to increase it.
