Implementing cards for mobile

Hi,
I wish to implement cards for mobile. An example is below.
Please advise how i can use GP Premium for the same?
P.S. I'm a newbie, and would appreciate any/ all documentation/ examples to implement.

I believe it may be done via using "Sections" but then,
1) I lose the ability to insert blocks (visual below) and the Visual/ Text editor has very limited options.
2) I would need to use custom CSS, and I'm not proficient with that at all.
