I want to change the main site language to Arabic and I don't know the steps

Changing a site's language is done on Dashboard > Settings > General. You should see a dropdown named "Site Language". You can change the site's language using this option.

But this has its limitations. It doesn't automatically translate contents if you're aiming for that as well. :)
