I can't find Screen Option on my pages and posts

I have been trying to find my Screen Options on my pages but have been unsuccessful so far. It's usually located at the top right side of every page. From the Screen Options, one can enable Custom Fields.

the 3 dot ( options ) menu - scroll to the bottom to see the Preferences option, click that and in the pop over go to the Panels tab:
