I can’t choose “switch OFF” the MENU in the whole page

I have a small problem – I can’t choose “switch OFF” the whole MENU in the whole page – there is only one point:

Switch OFF the elements:
Title of the page

How can I add there “Switch OFF the elements: whole MENU”?
– now there isn’t to see any MENU because I didn’t build it
