Its passible to define a fix size of the image in the TOP in all news?
Now for example:

is the top image hude!
Perfect will be a fix size: 600x400px + a black border 10px with 3px rounding

I added Your CSS and I changed the image size to:
Media Attachment Size - medium_large
It looks now like this:

its passible to cover the whole image with the border
- now it happening only in the top and bottom

last question: where could I make the title of the news smaller
- its now huge!

You can change the Single Content Title (H1) in Customizer > Typography > Headings
