HTML anchor does not work with image

I would like to create buttons with my own graphics
No background image can be stored for buttons, which is why I use an image
But, HTML anchor does not work correctly with image and even the smooth scrolling does not work.
Is there an other solution ?
I have now put a button in front of the picture, but it doesn't look that great and shifts with different browser sizes (desktop mobile)

When adding a test button for you, I discovered in the image that it is also possible to enter by the link a css where I wrote now the smooth-scroll
Before I created a container and in it the image with and a Headline-Text instead a Button, I gave the link and smooth-scroll for the css in the container, which obviously does not work correctly with Links to HTML anchors
