How to turn off dynamic featured image in Element

I downloaded a theme, and I can't figure out why it is dynamically putting the featured image in the hero image. In the "dynamic data" section it is clicked to the off position. Please see the private information for an example of what is happening.

To clarify, have you disabled the Dynamic settings in the tool bar as well and removed the Background image in the Backgrounds section of the Block settings of the Container Block? Example: https://share.getcloudapp.com/BluWmlN7
