How to turn off Comments

This is the 2nd site I'm converting to wp. The first one seems to have worked ok. This one is going to turn me into a crazy person.
I can't seem to turn off comments. I went into Settings - Discussions - and unclicked just about everything there. Didn't work. The comment box still shows.
I went into Customizer - nothing there to unclick.
I've set my front page to static - the whole site is going to be static for no, that's what I want.
It also looks like I might have 2 home pages - probably because I made two - not sure how that happened, but it's there. Is this a concern?

You'll also want to delete the home page you aren't using :)
Thank you Stacey, that got it done! Yay! I did go into Dixcussions and unclicked that and it worked for the pages I hadn't published yet. I didn't realize once a page is pubbed it's different.

I'l get rid of the other home page.
