How to replace Primary Navigation with another Navigation in some page?

The Primary Navigation works in full sites.
But some pages (in one page category) only need to show another Navigation and replace the Primary Navigation.
Because the Primary Navigation is customized in custom setting, I can't set a display rule to exclude it and I can't find a way to build a new Navigation in element block.
I am wondering if there is a better way to meet my need? Thank you!
