You can first disable “Display cart in menu” in Appearance > Customize > Layout > Woocommerce.

Then, create a Hook Element, with code:

<?php echo generatepress_wc_cart_link(); ?>

Hook it to generate_after_header_content.

Enable "Execute PHP". Set the display rules to your preference.
