How to limit number of page links in the right side panel

you're using a Page List widget - which will show ALL pages... WP doesn't provide any options to change that.

Instead you can create a new menu in Appearance > Menus, and just add the pages you want to display. Save the menu without a location.

Then add a Navigation Menu widget to your sidebar and select your newly created menu.
