How to have something like this

hi team,
Can you please help me out with this? I have searched multiple terms on the internet to do something like this but haven't found a piece of information.
Feature: Progress Bar goes to 100% >> download button appears.
I really want this feature on my website. What is happening here? CSS, Javascript, PHP ??? I'm a no coder and don't know how to do it. If there's a plugin that can do this, do let me know.

Unfortunately I'm not aware of a custom solution like this or a plugin that offers this functionality.
You could consider opening a topic like this and see if anyone can point you in the right direction:
