Yes, this would be possible without the use of Elementor Pro.

Specifically, you’ll be needing to use Content Template – Block Element. Reference: https://docs.generatepress.com/article/block-element-content-template/

You’ll be able to set the columns through the Blog settings in the Customizer: https://docs.generatepress.com/article/blog-overview/

emulating that site is not just a case of adding some CSS. The underlying HTML needs to be the same.

Have you checked out the method that Fernando provided here:
