How to edit font color in a specific heading and flash

I want to setup a flashing header for a promotion
I want to change the font color in a specific heading and have it flash
here is the page text for the heading <h1 style="text-align: center;">Call about our Easter Promotion</h1>
the color hex code is FA6204
what is the best way to accomplish this

Not quite sure if I fully understand.
Do you have an example of what you are trying to achieve?
on my home page I have a h1 heading that I want to change just one h1 heading no others,
the font color I want is FA6204 here is the h1 heading "Call about our Easter Promotion"
also would like it to blink or flash if possible
There is already a color assigned to that heading:

You should be able to just change that #0000ff color to your desired color.
I'm not sure what you mean by blink or flash. Do you have an example to show?

I have been playing around and have come to the conclusion that blinking is very annoying
so have given up on blinking text heading
